Mr. Phan Duc Hieu has been working for 23 years at the The Central Institute for Economic Management (CIEM) since 1998. CIEM is an economic research and policy institute established in 1978, currently under the jurisdiction of the Ministry of Planning and Investment.
From 2015 to 2021, Mr. Phan Duc Hieu served as the Deputy Director of CIEM. During his tenure at the institute, he participated in the R&D of numerous economic reform programs, institutional reforms, and improvements in the business investment environment, to promote economic development, private sector growth, and enhance efficient governance.
He was also involved in drafting various laws and regulations related to enterprises and business (such as laws on Enterprises, Investment, Competition…).
Since July 2021, Mr. Phan Duc Hieu has been elected as a member of the XV National Assembly of Vietnam, and currently serves as a standing member of the Economic Comittee under National Assembly.
Mr Hieu holds a Master’s degree in Economic Law from the Faculty of Law, Maastricht University, the Netherlands, awarded in 2004.
